Prof. Dr Markus Heinker

Markus Heinker is a trainee journalist and holds a doctorate in law.

He serves as honorary president of the Media Council of the Saxon State Media Authority and is thus the statutory representative of the SLM. He is a member of the Commission for the Investigation of Concentration in the Media Sector (KEK), a member of the supervisory board of Leipziger Dok-Filmwochen GmbH, and a member of the board of trustees of the Saxon Foundation for Media Education. He is also Chair of the Advisory Board providing academic support for the ‘Sachsen Monitor’ public opinion survey. In addition, he works as a media policy adviser. For instance, he served as a scientific adviser to the Enquete Commission on the Reform of Public Service Broadcasting in the State Parliament of Saxony-Anhalt (eighth legislative period). He regularly acts as an expert on legislative projects in the media sector and serves as a script consultant on the portrayal of legal aspects in film and television series productions. He is also a member of the expert panel for the evaluation of gambling advertising set up by the Joint Gambling Authority of the German States. He lectures as a visiting lecturer at the Film University Babelsberg and the Film Academy Baden-Württemberg. He is also an author, having written, amongst other works, the textbook *Media Law* in the *Kompendien* series published by Nomos (ISBN 978-3-7560-2039-3).

Prior to his appointment to the Faculty Media Sciences at the HSMW, he spent ten years working as a media professional and manager, including as a news editor at Mitteldeutscher Rundfunk and as a breakfast show presenter and programme director at various private radio stations. He then practised as a solicitor for ten years, specialising in media law.

His teaching and research focus primarily on the intersections between media markets and media law, with a particular emphasis on public service broadcasting.
